The landfill design consists of refuse disposal cells excavated to the glacial till (hard pan). Each cell is designed to control the release of landfill gas, which is generated as solid waste decomposes, and to collect any liquid leachate, which is formed as water percolates down through the solid waste.

Each cell has a gas extraction system, a composite bottom liner, a leachate collection system, an underlying leak detection/collection system, and a cover cap (except when in operation).
